Ukrainian Grain Association opposed the sales of quotas at auctions

Ukrainian Grain Association considers the intentions of state officials to return to the idea of restrictions on crops export again, as well as a desire to enter the sales of quotas through auctions – irresponsible and contradictory to the principles of the grain market of Ukraine, it is said in the statement of Ukrainian Grain Association released on Thursday. The document was signed by President of Association Volodymyr Klymenko. “We understand the government’s desire to fill the state budget” – said the president of the Ukrainian Grain Association Volodymyr Klymenko. “However, in this case the state budget will receive as much as it would be taken out of the pocket of the grain producers. Someone must pay for quotas. It is absolutely clear that grain producers will pay for them. Since the purchase prices will be reduced by the amount you have to pay to the state. This is another tax on export”, – said V. Klymenko. That is why Ukrainian Grain Association urges the government finally abandon restrictions on grain export as well as the intents to sell these quotas at auction, it was said in the statement of UGA. “Desire of some officials to return to the idea of unreasonable reductions of grain sales capacities on the world markets, is contrary to the recent statement by the President of Ukraine Viktor Yanukovych from the UN podium in New York”. – said the president of the Ukrainian Grain Association Volodymyr Klymenko. He recalled that at the Plenary Meeting of the UN General Assembly expressed the idea that “in the near future due to the strong potential of its agriculture, our country can be an important element of global efforts in fighting starvation in several regions of the world”. Intention to impose quotas and sell them at auction, also contradicts the statement of the Prime Minister of Ukraine Mykola Azarov made at the meeting on the development of the Autonomous Republic of Crimea that, despite the drought, the harvest is sufficient to ensure all export and domestic demands,  –   said in the statement. Ukrainian Grain Association warns: if the government is to decide on the imposition of restrictions and the sales of quotas, it will lead to a complete paralysis of the grain market. Agricultural producers will not be able to get a decent price for their harvest, and the majority of domestic sellers of grain will be forced to cease operations altogether.

З 2014 до 2019 рік був народним депутатом України від одномандатного округу в Миколаївській області та членом Комітету з питань аграрної політики. У 2017 році створив і очолив велику міжпартійну групу, яка виступала за розвиток українських річок як транспортного засобу.  

Має ступінь магістра електротехніки Українського державного морського технічного університету та ступінь магістра економіки промисловості Лондонської школи економіки. У 2009 році за вагомий внесок у розвиток агропромислового комплексу України був нагороджений Президентом України, йому присвоєно звання «Заслужений працівник сільського господарства».

Одружений, має трьох дітей.
