The large scale provocative campaign against one of the leaders of Ukraine’s agrarian market, agricultural company NIBULON was started. General Director of NIBULON, Hero of Ukraine Oleksiy Vadaturskyy informed about it during the press-conference in Mykolayiv city on Thursday. According to O.Vadaturskyy, unknown clients perform active provocative actions using the All-Ukrainian Labour Movement “Solidarity” and its leader Victor Gorobchuk in the territory of Lidiyivka village, Domanivka district of Mykolayiv region where one of NIBULON’s branches is located. The organization appeals to villagers to address to the state authorities in order to break land lease agreement with NIBULON and to establish new agricultural company in Lydiyivka village and to lead the All-Ukrainian revolutionary movement “against government and oligarchs”. Thereupon, O.Vadaturskyy quoted a leaflet where “Solidarity” representatives addressed to people of Lydiyvka village, “You have heard about the Haidamak movement, so called “Koliyivschina. We set a goal to create Ukraine’s villager movement called “Kolidiyivschina”. All the villagers will oppose the existing criminal authorities and dominating oligarchs. Lydiyivka village must be the start of the villagers’ revolutionary movement”. NIBULON’s General Director informed that the local governments had addressed to the law-enforcement authorities asking to solve this situation and to give appraisal of such activities of the activists. An arrival of such defenders of “destitute peasants” is not the first in the history of Lidiyivka village. “After every election there are people who impel the locals to destructive actions. They all want to turn back the events of 16 years’ prescription. In April 1996, during the meeting of the Collective Agricultural Farm “Lidiyivs’ke”, the local peasants decided not to create the Collective Agricultural Farm. They made a decision to give the collective farm land, a land plot of about 3 thousand ha, to the state. The land never belonged and at present it does not belong to NIBULON, the company leases this land plot”, said O.Vadaturskyy. According to him, this difficult situation provoked people of Lidiyivka village to make such a decision. At that time it was the poorest collective farm in the region with millions of debts and unpaid wages for six months. The production base was in a sad state: the threshing floor was destroyed by heavy snowfalls, the farm had no windows and doors, the financial problems became the reason of heating absence in the local school with only two initial classes. “On NIBULON’s arrival the village started to revive. The threshing floor and the farm were reconstructed. New modern agricultural machinery and cattle population were purchased. All the debts were paid, all the employable of Lidiyivka village got a job. The number of workplaces increased from 117 to 187. At present the average wage is more than UAH 3 450 taking into account that the average salary in Mykolayiv city is UAH 2 600”, noted O. Vadaturskyy. Besides, according to him, the company helps the local budget. The amount of land rent is about UAH 680 000 in 2012. UAH 795 000 were allocated to the former collective farm members as a material assistance. Besides, in 2011 the company paid UAH 350 000 to the local budget for the land plots intended for the House of culture and the dormitory. Totally, since 2006, when the lease agreement was reissued, the company has allocated UAH 3.2 mln of rental payment to the local budget, and the social payments to the members of the former Collective Agricultural Farm “Lidiyivs’ke” were UAH 4.8 mln. But at the beginning of the year 2000there were people in the village who wanted to change the process of village development and required to break relations with NIBULON performing land distribution. They wanted to get financial benefit from such actions. For example, due to these actions, President Victor Yuschenko requested the Attorney General’s Office to carry out a number of inspections as to the conflict. As it turned out, in 1996 neither the Collective Agricultural Farm “Lidiyivs’ke” management nor NIBULON’s management performed any law-breaking”, added O.Vadaturskyy. The company mentioned that the management of Chernomorsky Shipbuilding yard and its former owners participated in the protests in 2005. In 2010 Semen Lutsenko, a local, under the support of the public organization “Cooperation and Success”, headed by Vitaliy Kobzar, started to organize protests again. “The final aim of unknown “well-wishers” was disclosed very soon. Vitaliy Kobzar suggested to stop his activity and Semen Lutsenko’s activity for EUR 960 000. Naturally, the company did not negotiate with the swindlers,” informed O.Vadaturskyy. In 2012 this conflict situation repeated. Under participation of Victor Gorobchuk and the organization “Solidarity”, S.Lutsenko appeals to the villagers to refuse to cooperate with NIBULON. In particular, for this purpose there was organized a meeting and the locals received a letter and appeals to organize the movement “Koliyidivschina” (by analogy with the historical movement “Koliyivschina”). “We suppose that both Semen Lutsenko and Victor Gorobchuk act at the instance of intruders who want to receive 3 thousand ha of land and the developed rural infrastructure in addition. We consider that the particular client organizes these provocations. And we are sure the law-enforcement authorities will take appropriate measures”, announced O.Vadaturskyy. Analyzing the situation in Lidiyivka village, NIBULON has to suspend an implementation of the new modern school construction which project was introduced to the villagers. The company has to abandon plans for construction of the first-aid station, drug-store, new post office and accommodation which was planned to be given to the workers of the branch. Despite the large-scale provocative campaign, NIBULON is not going to close “Lidiyivs’ka” branch and to surrender a land lease of Domanivka district, summarized O.Vadaturskyy. “We will not leave to the mercy of fate those who believed us, who have stable job and good wage. They will not find themselves in the situation of the 1990s, a period of devastation and hopelessness”, he stressed.
