High-ranking official delegation of the European Bank for Reconstruction and Development (the EBRD) highly appreciated the implementation of the large-scale investment project of the lieder of the Ukrainian agricultural market “NIBULON” on the revival of navigation along the Dnipro and other rivers of the country, holding it up as an example of qualitatively new, advanced and socially responsible in the case of overcoming the crisis in Ukraine and entry of the country to new economic achievements. Delegation of the EBRD headed by the Director of the European Commission Vassili Lelakis made such a conclusion after their visit to the transshipment terminal of “NIBULON” in Mykolayiv, and familiarizing with the activity of OJSC “Wadan Yards Okean”, that constructs “NIBULON’s” fleet. Such a visit directorate of the EBRD pays to Ukraine biannually. Financiers from 15 European countries familiarized themselves with the work of the transshipment terminal, had a tour at the new administrative and laboratory complex, and discussed with the General Director of “NIBULON”, Hero of Ukraine Oleksiy Vadaturskyy further implementation of the investment program and prospects for further cooperation. As it was reported in June, the EBRD has granted a credit of USD 50 million to “NIBULON” for the implementation of the investment project of the company on the revival of navigation along the Ukrainian rivers. Vassili Lelakis emphasized that he is deeply impressed by the pace and scale of “NIBULON’s” activity in the construction of elevators, transshipment terminals and construction of its own fleet. The EBRD appreciates such customers and is ready to cooperate further with “NIBULON” on the new projects. As the members of the delegation noted, the global financial crisis negatively affected the EBRDcredit facility of Ukraine, the number of borrowing entities has declined also. However, it is the agricultural sector that has become the only one that demonstrates the growth in crisis, since the potential of agriculture is very promising for the development of Ukraine. In this regard, the EBRD intends to continue to provide leading companies of the industry such as “NIBULON” with a credit. Patriotic idea of revival of navigation in Ukraine was supported by European bankers along with the Head of Mykolayiv Regional State Administration Mykola Kruglov and the Mayor of Mykolayiv city Volodymyr Chaika. They believe that investment program of “NIBULON” must be considered a “national” one. Mykola Kruglov, in particular, described “NIBULON” as one of the most powerful investors of agricultural sector that leads the system business with a clear business logistics – from field to terminals and grain-carrier vessels. “The main task of the authorities today is to remove all sorts of bureaucratic hurdles. Because we are interested in having such projects in Mykolayiv region implemented as much as possible”, – said Mykola Kruglov. “I do not think that there could be more serious and systematic project than the project of “NIBULON” in Ukraine. For us it is very important, because first of all it is capital receipt and on the other hand, which is the most important – the confidence of foreign countries for our economic entities and to Ukraine itself. This is a positive signal to European countries, that the atmosphere in our country is stable, a favorable climate is created, investment projects can be implemented, while receiving a profit”, – said Mykola Kruglov. In turn, the Mayor of Mykolayiv city Volodymyr Chaika said: “Mykolayiv is opened to cooperation. Each of my decisions is aimed at attracting investment and further disclosure of Mykolayiv and improving of our image in the world. Most of the money that was allocated by the EBRD to Ukraine works today for “NIBULON”, and thus for Mykolayiv, the region and throughout Ukraine. This project is a national one and must be supported by the President of Ukraine, Cabinet of Ministers and Verkhovna Rada. Oleksiy Vadaturskyy himself noted that cooperation with the EBRD does not end with one credit agreement: “We have long-term plans for cooperation. We have provided investment program on borrowing about USD 200 million. I believe that together we will successfully implement this investment project”. “Cooperation with the EBRD is a school of market relations for our young team. This partnership is a prestigious and important not only for our company. We are proud that among many companies of Ukraine the EBRD has chosen us as a reliable borrower. Due to this cooperation, we are successfully realizing the patriotic program to revive the Dnipro and the Southern Bug rivers as transport waterways of Ukraine”, – added the Hero of Ukraine. The delegation of the EBRD was also interested in the investment climate in the country, the main obstacles in carrying out business and financial performance as well as the influence on conducting of business conditions in a view of the adoption of the Tax Code. A separate set of issues concerned the regulation of grain export market, which Vassili Lelakis intends to discuss at the meeting with the Prime Minister of Ukraine at the end ofhis stay in the country. The EBRD director for Ukraine Andre Kuusvek also asked what benefits can get “NIBULON” if its investment program gets the status of “national”. In this regard, O. Vadaturskyy noted that this status would assist efficiency improvement of the investment project, and would remove the artificial and bureaucratic obstacles in passing the conciliation and other regulatory procedures for its implementation. Vassili Lelakis expressed admiration for the work of “NIBULON”, emphasizing: “During a meeting with Prime Minister Mykola Azarov I will definitely inform that today there is a company in Ukraine that works for a good cause of the state”.
