Compliant taxpayers were officially congratulated on May 24 in Kyiv at the International Center of Culture and Arts “October Palace”. The second solemn ceremony of winners awarding of Ukrainian rating “Compliant taxpayers of Ukraine-2011” was held.
Auditorium of the palace was completely filled with representatives of regions – the winners of the first (regional) round of nationwide ranking, officials, politicians, educators and scientists, artists, representatives of mass media.
All-Ukrainian public organization “Association of taxpayers of Ukraine” (ATU), headed by Valentyna Arbuzova, chairman of JSC “All-Ukrainian Development Bank”, was an organizer of this competition two years ago. According to her, honoring the rating winners at the state level, the organizers set up a tradition of respect for each taxpayer. The aim of the competition was strengthening taxpayers’ authority in the country’s life, promoting an idea of ​​fair business and development of mutually beneficial cooperation between business and government.
All-Ukrainian rating was conducted in two competitive rounds: the first one – at the regional level, the second one – at the national level. The competition is held in three categories: small, medium and large enterprises. Participation in it is free.
Nominees are legal persons, who are taxpayers. Territorial branches of association in the regions, Crimea, Kyiv and Sevastopol receive applications for participation in the rating. Terms of participation of enterprises in the rating is absence of tax debt (arrears), status of corporate income taxpayer on a common basis and absence of violations of the tax legislation proven judicially.
The higher rating committee held evaluation of the competition participants. The committee included its chairman Valentyna Arbuzova; the deputy chairman Oleksandr Klymenko, the head of the State Tax Service of Ukraine; the secretary Vasyl’ Matiychyk; the first vice-president of ATU, Yegor Benkendorf, the general director of the National Television Company of Ukraine; Sergiy Bubka, the president of National Olympic Committee, the hero of Ukraine; Iryna Gerashchenko, people`s deputy of Ukraine; Ivan Malkovych, the director of publishing center “A-BA-BA-GA-LA-MA-GA”; Vitaliy Maystrenko, the director of the Department of Industrial Policy Ministry of Economic Development and Trade of Ukraine; the chairman of ATU in Kyiv, Petro Mel’nyk, people`s deputy of Ukraine, the deputy chairman of the Verkhovna Rada Committee on Budget, the rector of the University of the State Tax Service of Ukraine; Vitaliy Homutynnik, people`s deputy of Ukraine, the chairman of the Verkhovna Rada Committee on Finance, Banking, Taxation and Customs Policy; Oleksandr Shlapak; the vice president of «International Holding Company», the vice president of ATU.
There are a lot of evaluation criteria, namely the ratio of the amount of paid income tax from revenue earned; completeness and timeliness of tax payment; tax compliance; average salary at an enterprise; number of work places; the ratio (expressed as percentage) of amounts spent on social programs and charity events to the amount of profit earned; the amount of taxes paid for the last fiscal year.
1072 enterprises from almost all regions of Ukraine took part in the rating in 2011. 338 enterprises of different industries and categories became the winners of regional tours. 60 best business entities won at the national level. They were honored at the “October Palace”.
The solemn ceremony was started with welcoming address of the President of Ukraine Viktor Yanukovych. The first deputy head of Presidential Administration Iryna Akimova delivered his address from the stage.
“NIBULON”, the General Director, Hero of Ukraine Oleksiy Vadaturskyy gained victory among large enterprises. It was announced from the stage, that last year the company paid over UAH 200 million to the budget in the form of taxes and fees. “NIBULON” is the only company in Ukraine, which participates in the UN to overcome hunger in the world. This confirms the reliability of the company, its hard work in the name of Ukraine. The chief accountant of the company Svitlana Shulika received the deserved award.
Total number of nominations reached 11. They also included companies of construction sector, light and heavy industry, culture and science, health industry, media, transport and communications, financial sector.
In general, during the evening Ukrainian officials, politicians, businessmen, prominent figures of culture and arts came on the stage to reward the winners. Among those prominent people were Yuriy Kolobov, Vitaliy Zakharchenko, Sergiy Arbuzov, Vitaliy Homutynnik, Olga Sums’ka, Hero of Ukraine Petro Shyliuk, Oksana Sokolova, Sergiy Bubka, Anna Bessonova, Illya Noyabryov, Iryna Danylevs’ka etc. Festive atmosphere was created by Ukrainian pop stars, such as Ani Lorak, Nina and Antonina Matviyenko, the band “Pikkardiys’ka Tertsiya”, Oleksandr Ponomaryev, Erica, Mad Heads XL, Andronic Aleksaniyan etc. The solemn evening ended with a festive reception, and before that all the participants of celebrations lined up on the stage for a collective photo.
