On the 25th of March, 2011 an article in which our company was in the list of “the enterprises of Mykolayiv that pollute environment the most” was published on one of Mykolayiv websites. We realize that the article does not reflect reality, the reason could be a lack of awareness of journalists in the field, and we want to outline specific facts that prove the opposite of the facts which are mentioned in the article. A legal body “NIBULON” takes into account the production rates of 19 branches of different regions of Ukraine that are not specifically registered in the governmental accounting in the sector of atmospheric air protection and puts them into the official “Report on Air Protection” by the 2TP-air form, which is submitted annually to the Central Statistical Office in Mykolayiv region. Legislation in power requires such procedure, namely: decree of the Ministry of Environmental Protection of Ukraine № 177 of 10.05.2002, and decree of the State Statistics Committee of Ukraine № 396 of 20.10.2008 of the year: “If volume of emissions of pollutants of a branch does not exceed the threshold amount, the branch is not taken separately to the state accounting, volume of emissions of these branches is reported and given by the main facility”. For example, in 2010 the estimated annual volume of emissions of the company amounted 773.864 tons, 423.317 tons of them are emissions from transshipment terminal for grain and oilseeds (including 420.172 tons are emissions of dust grains), 350.547 tons are emissions of 19 branches of the company that are not separately registered in public accounting in the sector of atmospheric air protection. Emissions of grain dust is calculated according to current methods, coordinated by the Ministry of Environmental Protection of Ukraine (letter № 10990/20/1-10 of 08.11.2004) as 0,2% out of grain weight that is transshipped, it is an estimated figure, which is much higher than it is in the company in fact, under which the company pays environmental tax to the local budget. “NIBULON” is conscientious and one of the largest taxpayers in Mykolayiv region, including the environmental tax. In particular, over UAH 307 thousand of environmental tax was paid in 2010 to the local budget, over UAH 41 thousand has already been paid in 2011. “NIBULON” constantly makes capital investments into the environmental protection, in 2010 environmental expenditures of the company amounted UAH 37 million 758 thousand. In fact, to limit the impact of manufacturing processes on the environment, a number of preventive measures to protect atmospheric air are used at the company’s branches and at the transshipment terminal in Mykolayiv: – closed technology of grain transportation; – usage of pulverized-fuel pipes and aspiration systems; – usage of the dust-trapping equipment of the top world level (produced by “Simatek”); – shipment of grain to water transport with the help of the devices of grain delivery produced by “NEUERO Industrietechnik Melle SL 700” equipped with dusting system, that allows almost completely avoiding the emission of dust from the hold. Dust emissions into the atmosphere will be completely stopped after the modernization of the devices. Production control of an effectiveness of dust-trapping equipment operation and environmental conditions within the branches of “NIBULON” is carried out by own new and modern chemical-technological laboratory, its accreditation certificate allows the monitoring of air, water and soil. All branches of the company and the transshipment terminal (Mykolayiv) describe the high level of production and industrial sanitation. Great attention is paid to rearrangement of places for recreation, issues of landscape design, aesthetics and greenery area.
