NIBULON’s Comment

Recently, mass media has spread the information about the budget audit results in Mykolaiv during 2018–2021 with reference to the State Audit Service report where NIBULON is also mentioned. Considering that the report’s conclusions damage NIBULON’s good business standing, the company comments on this issue. NIBULON and independent Ukraine are contemporaries. In its almost 30 years of activities, the company has created 7,000 workplaces across Ukraine, including in Mykolaiv where its central office is located. The company is the largest payer of taxes and dues, paying annually about UAH 1 billion to the budgets on various levels. NIBULON is the largest investor in the agrarian sector, having invested more than USD 2.3 billion in Ukraine’s economy. The company is well-renowned not only in Ukraine but also abroad. Unfortunately, centers to attract investments, improve welfare of Ukrainians, to create workplaces and appropriate conditions to develop business are absent in Ukraine. Transparent and open companies face incompetent inspections to allegedly improve Ukraine’s economy. Once positive news about NIBULON’s achievements is posted, it is immediately tried to be disproved by posting such unchecked information for the sake of hype without analyzing data. So, it is not strange that there are few people being able to organize work or to create at least ten official workplaces, let alone the economy development. Instead of it, there are inspectors not knowing the laws and the facility to be audited, thereby causing damage to good business standing of successful companies. Highly qualified inspectors must inquire about the data, for example, why NIBULON did not make payments. Finally, they had to request information at NIBULON and to check it properly. The company did not receive any requests. NIBULON always does business activities transparently within legislation; the company is open for any state audits and can provide any documents required. The State Audit Service’s approach shows low qualification levels of either inspectors or employees from the State Architecture and Construction Inspection Department that issued these documents. All these people work due to the revenues paid, in particular, by business entities.The company asks a miserable excuse for inspectors to find time and to learn the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine to Stimulate Investment Activity in Ukraine” of 20.09.2019 that amended numerous laws and regulations of Ukraine. In particular, the Article 40 of the Law of Ukraine “On Regulation of Town Planning Activity” is absent. In compliance with these legislative changes, a customer is not obliged to pay share interest for any construction facility. Why such a decision has been made? The law in this part was directed against investments to develop infrastructure. It is unreasonable to recover additional payments if one wants to attract investors. NIBULON is a leader in the development of Ukraine’s transport infrastructure. Mykolaiv citizens know that the company redirects cargo transportation to river; they know about a special parking place for NIBULON’s trucks. The company has increased the technical capabilities at its own infrastructure facility in order to transport cargoes by river and to remove trucks from Mykolaiv roads. At the same time NIBULON initiates the construction of a detour road and a facility outside Mykolaiv to prevent any trucks from entering the city. The authorities in regional centers understand us, offer their assistance and ask us to build our facilities there. Here any NIBULON’s investment is turned into something negative to humiliate the company. It seems that the company is blamed for working for the benefit of Mykolaiv and Ukraine.The company’s facilities operate in most regions across Ukraine. We have never faced such incompetent report conclusions towards the company in those regions and towns. Firstly, people know the law and secondly, they are interested in attracting investments, rather than recovering additional payments. Moreover, the transshipment terminals spring up like mushrooms in Mykolaiv, but there is no information about their contribution to Mykolaiv infrastructure development and payments made to the budget. Auditors and journalists spreading unchecked information should note that NIBULON has created about 1,000 workplaces and revives shipbuilding. The company’s contribution to the infrastructure development in Mykolaiv and Ukraine is a thousand times as much than UAH 9.7 million allegedly unpaid. Probably, every Mykolaiv citizen knows that the company invested UAH 100 million in medicine in 2020. This investment was directed to ensure safety of every citizen in Mykolaiv and people in the region during the coronavirus pandemic. Finally, we are surprised by the fact that the respected mass media posted the so-called “reports” without analyzing them. They must have lawyers who can read laws and check information. This is the right way for competent mass media to be followed. Professional and authorized inspectors, which unreasonably mention companies in their reports and damage their good business standing, are subjected to court actions. Summarizing this issue, the company advises people to analyze information prior to making conclusions, preparing reports or spreading any information.

Андрій Вадатурський став генеральним директором «НІБУЛОНу» після понад 15 років роботи в компанії — в липні 2022 року.

Він прийняв цю посаду після трагічної загибелі свого батька та засновника «НІБУЛОНу» Олексія Вадатурського разом із матір’ю Раїсою Вадатурською під час російського ракетного удару по їхньому дому в Миколаєві.

З 2014 до 2019 рік був народним депутатом України від одномандатного округу в Миколаївській області та членом Комітету з питань аграрної політики. У 2017 році створив і очолив велику міжпартійну групу, яка виступала за розвиток українських річок як транспортного засобу.  

Має ступінь магістра електротехніки Українського державного морського технічного університету та ступінь магістра економіки промисловості Лондонської школи економіки. У 2009 році за вагомий внесок у розвиток агропромислового комплексу України був нагороджений Президентом України, йому присвоєно звання «Заслужений працівник сільського господарства».

Одружений, має трьох дітей.
