On August 21, in the Ministry of Infrastructure of Ukraine there was held the next meeting of the Working group on the development of transportation of cargoes by river transport established on March 16, 2012 by the order of the Vice Prime Minister of Ukraine – the Minister of Infrastructure of Ukraine B.V. Kolesnikov.
Andriy Vasul’ev and Andriy Volik, the deputies general director of “NIBULON”, participated in the meeting of the Working group where they introduced the technological part of the infrastructure investment project on the revival of the Dnipro river as transport navigable waterway of Ukraine, i.e. the development of granite riffles on the limiting parts of the Dnipro river. At present the company is engaged in the following stages of the investment project:
– carrying out surveying works on the limiting riffles in the Dniprovs’kyy and Dniprodzerzhyns’kyy water storage basins (55.5 km),
– analysis of geological composition and physical-mechanical characteristics of crystal rocks of the Dnipro river (13 riffles),
– working draft development,
– organization of preparatory woks in order to perform dredging in the near future (19 300 m3).
This part of the project must create safe conditions to transport cargoes along navigable part of the Dnipro river with guaranteed depth of 3.65 m even at the most unfavourable weather conditions that will considerably increase an efficiency and safety of using internal water transport for transportation of mineral raw materials, general cargoes, metallurgical products, products of agro-industrial complex and other sectors.
The introduced technology on the development of granite riffles is an energy saving and it foresees local loosening of rocks by hydrohammer with further development of rock in a dump without attraction of foreign contractors.
It should be mentioned that during the Soviet Union such technologies were not used. “NIBULON” started developing this project and constructing floating structures to perform these works itself. In the world such works are performed successfully but with higher expenses.
“NIBULON” offered the Ministry of Infrastructure of Ukraine to carry out works without outside help, without using any state funds with further compensation of actual expenses by providing target discount for definite port dues, including channel dues for transportation of “NIBULON’s” batches of grain along Kherson sea channels and Buz’kyy-Dniprovs’kyy channel, or by means of money compensation by the state company which is responsible for maintenance of inner waterways and navigable pass of the Dnipro river, or by means of other conditions which are expectable for the company.
Our propositions provided to the Ministry of Infrastructure of Ukraine correspond to the tasks specified in the order of the Prime Minister of Ukraine M.Ya. Azarov. On August 7, 2012 this order was given to the Ministry of Agrarian Policy and Food of Ukraine, the State Agency for Investments and National Projects of Ukraine, and the Ministry of Infrastructure of Ukraine together with the address of the heads of Kyiv, Poltava, and Kherson Regional State Administrations concerning recognition of our investment project as National project.
Now we are waiting for the Ministry of Infrastructure of Ukraine to ensure accurate processing of our propositions and to organize the convocation of appropriate councils with participation of the Ministry of Ecology and Natural Resources of Ukraine, the State Environmental Inspection of Ukraine, the State Service of Geology and Deposits of Ukraine, the State Water Resources Agency of Ukraine as to conformation of project documentation on carrying out works on the Dnipro river.
