The Head of Zhytomyr Regional State Administration Sergiy Ryzhuk and Hero of Ukraine, General Director of “NIBULON” Oleksiy Vadaturskyy by their actions on implementation of a large-scale investment program on the grain market infrastructure development, in fact support the claim of the President of Ukraine Viktor Yanukovych to take urgent measures to ensure the storage of grain and develop a comprehensive program of modernization of elevator economy of the country. This task was put by the head of the state at a meeting of the Council of regions on September 19.   S.Ryzhuk and O. Vadaturskyy said about this on Friday during the production meeting on the elevator complex is being constructed on the acceptance, storage and shipment of grain and oilseed crops of the country`s largest agricultural enterprise “NIBULON” in Velyki Korovyntsi village of Zhytomyr region.   This will be the twentieth anniversary elevator complex built by the company for 20 years.   S. Ryzhuk and O. Vadaturskyy in solidarity with the President of Ukraine – issue of the construction of new elevators requires immediate solutions. Ukrainian farmers in 2011 will harvest more than 50 million tons of grain, which is one of the best indicators in recent years, but there will be nowhere to store the harvest, respectively, agricultural producers will be unable to sell grown products profitably. As a result, not only farmers will suffer losses, but the entire agricultural sector and the whole country. Today, according to experts, certified capacities of Ukraine on the simultaneous storage of grain and oilseeds account for 30 million tons. While 10 million tons are accounted for old elevators, which were built in the 50s and no longer meet modern requirements for protection of labor, safety and preservation of grain.   In this regard, O. Vadaturskyy said, “We were constantly subjected to criticism that “NIBULON” is adopting the Dnipro, the Southern Bug Rivers, constructing modern transshipment elevators terminals on their banks. We are planning to come to the Desna … We were accused that the company is export-oriented. Recently at last forum Viktor Yanukovych noted that there are no certified elevator capacities in the country to protect the crop. Given that orientation point of the country in the coming years is 80 million tons of grain crop, then now it is necessary to simply execute enormous amount of work, for Ukraine as the breadbasket of the world, to have the necessary elevator capacities”.   At the same time General Director of “NIBULON” said that his company plans by July 1 2012 to extend the total capacity of his enterprises on the simultaneous storage of grain to 2 million tons and by the completion of implementation of his large-scale investment program for infrastructure development of the grain market and the revival of navigation along the Dnipro, the Southern Bug and other rivers – to 2.5 million tons.   “This will be the network of the most modern elevator capacities in Ukraine, which will ensure execution of any program of grain movement within the country between the regions and to perform any task to stabilize the grain market within the state!”, Oleksiy Vadaturskyy said.   In turn, S. Ryzhuk expressed confidence that the position of the President will take effect on some state officials that hampered the development of agricultural sector, in particular, construction of grain elevators, and accused several companies, “NIBULON” is among them, in export orientation.   “To put it mildly, it is an economic ignorance. After all, most of countries stimulate business, in order to take products for export. That is why the President raising the question, grades positions and actions of officials who do not understand the basic laws of market economy “, the Governor of Zhytomyr region said. Indeed, in his opinion, while such companies as “NIBULON” are constructing grain elevators, it is necessary to assist in extension of domestic consumption of grain – to develop animal husbandry.   S. Ryzhuk also noted that he considers the decision of the Verkhovna Rada of Ukraine, dated October 7, on abolition of export taxes on wheat and corn, and the rejection of the idea to introduce them to the oilseeds an example of corrections of mistakes. According to him, experts warned the initiators of the repealed law, that this wrong decision will be very costly for farmers. Today, as a result, Ukraine has one of the lowest ever rate of grain export, agribusiness has suffered huge losses and the state budget received less UAH billions of profits. But the worst thing is the fact that Russia and Kazakhstan pressed Ukraine from positions won as a result of years of hard work in the global grain market in just a couple of months.   In this regard, O. Vadaturskyy said that because of the export duties “NIBULON” has suffered losses in the amount of more than USD 8 million. “We are Ukrainian company and we could have refinanced USD 8 million in the development of agrarian sector of Ukraine, in the creation of new work places here”, the Hero of Ukraine said.   At the same time O. Vadaturskyy stressed that “NIBULON” fruitfully works for the country`s image in the issue of attracting investments, because it has already invested in the domestic agricultural sector more than USD 1.3 billion   “We do not wait we`re making the investment climate together with you, together with you we’re implementing investment projects, we actually show: how one can carry out an assignment of the President at the local level in order to make Ukraine an investment attractive country. The most important is the fact that we do not wait when someone creates investment climate for us”, O. Vadaturskyy said.   Having familiarized themselves with the progress of construction of up-to-date elevator complex directly on the construction site, S. Ryzhuk and O. Vadaturskyy expressed satisfaction as to the pace and quality of works. Construction is according to the schedule and as it was planned, by November 1 works will be completed and the company will start accepting late harvest crops, actively participating in the drying of corn.   Since the beginning of elevator construction a month has passed, but builders have something to show – the works are carried out by 50-60%. “We have good reliable partners who understand time schedule and a good, business, constructive atmosphere prevails at the construction site. Here is an area of exemplary work of our contractors”, O. Vadaturskyy commented on the results achieved.   More than one and a half thousand workers from 52 companies from all regions of Ukraine work at the construction of elevator complex.   O. Vadaturskyy also thanked S. Ryzhuk for support in the implementation of the investment project of the company in Zhytomyr region. “These investments in the region became possible only due to personal participation of Sergiy Ryzhuk and promotion of all organizations that control and coordinate the investment project. It is due to the partnership of government of the region, district and our agricultural enterprise, we can implement such a complex and large-scale project in a short time “, General Director of “NIBULON” said.   In turn, S. Ryzhuk expressed his admiration from what he had seen on the construction site. He says that it is here where he once again proved how important for the development of the state and his native region is confidence of ​​business in power, “In my opinion, this is the first and the most important condition for investment development”. In addition, the Governor noted that he, as a man who has devoted more than a decade to the agricultural complex, during a visit to the construction of the elevator in Velyki Korovyntsi village rests with heart, realizing that he solves a lot of difficult issues not for nothing.   S. Ryzhuk also noted that places his high hopes for the elevator under construction. According to operational data there are more than 700 thousand tons of corn in the fields now, and nobody is in a hurry to get the crops in, because there are not enough granaries in the region as well as all over Ukraine. Therefore, starting of “NIBULON’s” elevator on November 1, which can simultaneously store 77 thousand tons of grain and oilseeds, dry 5 thousand tons per day and ship by rail the same amount, allow farmers not only to harvest and dry the crop, but to sell or put it in storage profitably.   Velyki Korovyntsi villagers highly appreciate the investment and social activity of “NIBULON”. “The arrival of “NIBULON” literally revived the life in our village”, the head of the village Larysa Paschenko said, not hiding her admiration. “It used to be a lot of enterprises here – “Agricultural equipment”, “Agricultural chemistry”, sugar factory, they collapsed, and life here began inexorably leaking away. But now the village revives, because there are investments, there will be new work places, there will be revenues in local budgets”, she said.   At the expense of “NIBULON’s” funds centralized water supply, repair of the school, club, kindergarten is already conducted in the village. Also, roads will be repaired and street lighting will be conducted. The village will receive a second life.
