On the 24th of March 2011 a solemn ceremony of rewarding the winners of the IV NationalMaritime Rate of Ukraine based on the results of year 2010 was held. National Maritime Rate was supported by “Ports of Ukraine” magazine and information-analytical center “BlackSeaTrans”, the Ministry of infrastructure and most influential professional associations. In the fourth rate 60 winners in 15 nominations were identified. It is gratifying that our company’s investment program for the revivalof the Dnipro and the Southern Bug Rivers as waterways for many industry professionals is an undertaking, which finds recognition. This year, General Director of “NIBULON” Oleksiy Vadaturskyy is among five winners in the nomination “Man of the Year 2010 on water transport of Ukraine”. Experts estimated Oleksiy Vadaturskyy primarily for “the successful implementation of the project”, “construction of a network of elevators along the Dnipro River and its own fleet”, and in general – “for the development of navigation along the Dnipro River”. The winners in this category were identified by the group of 70 experts, each of them had an opportunity to name in any order three surnames of people who in the experts’opinion were worthy of this title. “NIBULON” was the sole winner of nomination “Golden berth”. One-man leadership of the company provided a successful investment project in construction of transshipment terminals along the Dnipro River (“Kamyanka-Dniprovs’ka” branch of Zaporizhzhya region, “Gradyzk” and “Kremenchuk” of Poltava region). Another remarkable result: our company took the first place in the “Revitalizationof the fleet 2010”. Experts once again recognized the investment program of the company – now in the part of construction of its own fleet (i.e. series of non-self-propelled vessels at Mykolayiv shipbuilding yard “Okean”). In this nomination “NIBULON” was in advance of the state-owned enterprises such as the Port “Pivdennyy” and Odessa Commercial Sea Port. The winners in these nominations were determined in a transparent and impartial manner – based on specific work indicators (transshipped tons, constructed piers, growth percentage, etc.). So according to the results of the general rate “NIBULON” took the fourth place of 42 among private ports and terminals, fifth place of 67 among privatestevedoringcompanies and tenth out of 40 among the major ports and terminals of Ukraine – as to handling capacity, which was reached in 2010. Indicators could be much better if it were not for the obstacles that are made by public officials during the allocation of quotas on grain exports. Experts also created rates of the main achievements and failures of 2010. The administrative reform of the central organ of executive power (the State Service for Sea and River Transport of Ukraine) and the beginning of the systematic processing of large fleet of “capesize” class in Ukrainian sea ports were recognized as achievements. Among the failures: “professional leapfrog” (personnel confusion, management of amateurports), no single policy to guide sea transport of the country (increased manual control of ports, inaction and destructiveactivity of the government in the maritime industry), arbitrariness on the part of the customs (blocking of ports’ work, bureaucratic arbitrariness). A problem of the collapse of domestic export grain market and lack of incentives and conditions for investments into the domestic economy as a result became a key issue of the rate.
