International financial institutes support Ukrainian agricultural sector

On the 27th of January 2011, roundtable meeting “Development of a Dialog in the Grain Sector and Prospects for Investment” was held, it was organized by the European Bank for Reconstruction and Development and the Ministry ofAgricultural Policy and Food of Ukraine. About 100 of representatives of leading companies of Ukrainian grain market took part in the event,also representatives of the EBRD, the World Bank, IMF, FAO Investment Centre, which is a key supplier of tools for agro-industrial sector. Also, grain trading companies, large agricultural producers, including “NIBULON”, representatives of Ukrainian Agrarian Confederation and Ukrainian Grain Association participated in a roundtable on the Ukrainian side. The main topics discussed in the course of the event were agricultural policy at the present stage and its influence on the grain sector, and the land question. EBRD Director for Agribusiness Gilles Mettetal noted that an important issue in the discussion was the issue of quotas and grain quotations in Ukraine. In addition, joint activities, including financial support with international investments of Ukrainian agricultural sector were discussed. The Minister of Agricultural Policy and Food Mykola Prysyazhnyuk described the conference as to the development of a dialogue in the grain sector and prospects for investment as extremely important and, to some degree, even historic: “Today we understand that the role of our country’s agricultural sector is important not only for Ukrainian economy, but also for the external balance of food”. Instead, the President of Ukrainian Grain Association Volodymyr Klymenko said that during the last 7 years the entire infrastructure of the grain market has been built at the expense of traders’ investment. According to him, they are traders who are the largest investors of our grain sector. General Director of “NIBULON”, Hero of Ukraine Oleksiy Vadaturskyy who was present at the roundtable, noted that to make agricultural sector effective, every agrarian should be its legally competent member: “Our company dared to implement an unprecedented investment project in Ukraine. Only in 2010 we have already invested USD 170 million into domestic economy. We are reviving navigation along the Dnipro and the South Bug Rivers, creating elevators chain. But despite everything, today we have not received quotas as well as other market participants. So our company is forced to stop construction of elevators and fleet, resulting job loss of more than 10 thousand Ukrainian experts. Today I get fair questions from the EBRD, the Dutch and Danish governments, Western banks that finance our project, how our company will return the funds involved in the project. In this case, I as well as other heads of Ukrainian enterprises should know about the nearest prospects of the domestic agricultural sector”. O.Vadaturskyy asked the EBRD and other European institutions with a request to participate in establishing a transparent mechanism for allocation of quotas and stabilizing the grain market of Ukraine. Signing of the memorandum for joint actions in support of the grain sector in Ukraine within the frames of the roundtable by European Bank for Reconstruction and Development, Ministry of Agricultural Policy and Food of Ukraine, Ukrainian Grain Association, Ukrainian Agrarian Confederation and the Agrarian Markets Development Institute became a conclusion of the meeting. The sides have developed this application to promote competitiveness and efficiency of Ukrainian grain sector functioning. In particular, this document was signed by the EBRD Director in Ukraine André Küüsvek, the Minister of Agricultural Policy and Food Mykola Prysyazhnyuk, the President of the Ukrainian Grain Association Volodymyr Klymenko, the President of Ukrainian Agrarian Confederation Leonid Kozachenko, the Director of the Agrarian Markets Development Institute Victor Andrievs’kyy. According to the EBRD Director for Agribusiness Gilles Mettetal, Ukraine has outstanding potential to increase grain production. In his view, for the successful development certain problems that currently exist in communication between the government and the private sector should be resolved. “Memorandum signed primarily provides transparent cooperation and dialogue between the private sector and the state”, said Gilles Mettetal and promised to find out how provisions of the document would be implemented in six months at the regular meetings. “We realize that today we have some problems, but we clearly wrote out in the memorandum how to solve these problems”, said the President of Ukrainian Agrarian Confederation Leonid Kozachenko. Dialogue, cooperation and understanding of government and business are currently the only effective way of economic development in a democratic state. Only such a position might become an impetus for positive trends in the agricultural sector and guarantee of trust and respect from the international community.

Андрій Вадатурський став генеральним директором «НІБУЛОНу» після понад 15 років роботи в компанії — в липні 2022 року.

Він прийняв цю посаду після трагічної загибелі свого батька та засновника «НІБУЛОНу» Олексія Вадатурського разом із матір’ю Раїсою Вадатурською під час російського ракетного удару по їхньому дому в Миколаєві.

З 2014 до 2019 рік був народним депутатом України від одномандатного округу в Миколаївській області та членом Комітету з питань аграрної політики. У 2017 році створив і очолив велику міжпартійну групу, яка виступала за розвиток українських річок як транспортного засобу.  

Має ступінь магістра електротехніки Українського державного морського технічного університету та ступінь магістра економіки промисловості Лондонської школи економіки. У 2009 році за вагомий внесок у розвиток агропромислового комплексу України був нагороджений Президентом України, йому присвоєно звання «Заслужений працівник сільського господарства».

Одружений, має трьох дітей.
