Experts of International Finance Corporation (IFC) have discussed with “NIBULON” the directions of improvement of the investment climate in Ukraine

The problem of investment climate improving in the modern society is the cornerstone of economic development of any state. Investment affects foundations of economic activity, determining the process of economic growth in general. Under the modern conditions it is the most important means of ensuring the conditions to overcome the economic crisis, stagnation of production and activation of investment process is one of the most effective mechanisms of social and economic transformation. Therefore, experts of International Finance Corporation IFC (a member of the World Bank and UN specialized agency) highlighted the problems of facilitation of conditions of business dealing and investment climate improvement as an important direction of work in Ukraine. Today, experts of IFC project “Ukraine investment climate” are working to develop new specialized consulting project on improving the investment climate in agribusiness. During the work on these programs IFC specialists applied to “NIBULON” for “greater understanding of the regulatory environment and licensing system in the construction sphere and operation of elevators in Ukraine”. On the 16th of August, 2011, the first meeting of manager of “Ukraine investment climate” IFC project, Ph.D. in Economics Sergiy Osavolyuk and adviser on agricultural policy project with the Oleksandr Kobzyev with the management of “NIBULON”. At the beginning of the conversation Sergiy Osavolyuk explained reasons that caused interest of IFC in the company: “Your company has unique expertise in the development of elevator system in Ukraine. Thus I’m convinced that your experts have extensive practical experience and can highlight the problems of the regulatory environment and licensing system in the construction and operation of elevators in Ukraine in the best way.” Oleksiy Vadaturskyy said, “Our company works and gives the full information about the situation with the investment climate in Ukraine to the World Bank, the EBRD, IMF. Thus, from my experience I recommend that if you want Ukraine to develop, you should not be limited by advice only. I consider it necessary to unite efforts of first-class companies of Ukraine and leading international institutions to create a favorable investment climate in Ukraine.” The problem of insufficiently developed infrastructure is one of the most painful for Ukraine. “Ukraine today needs infrastructure. We plan to get total yield of 80 million tons, and in fact we have certified capacities only 30 million tons. 50% of them are built in Soviet times and certified conditionally without meeting the requirements of ecology, labor protection and safety”, Oleksiy Vadaturskyy commented. “Unfortunately, we have to admit that the project on improvement the infrastructure of the grain market of “NIBULON” in Ukraine has not received adequate support”, he added. IFC experts discussed with deputy director general for construction Byesyedin S.V., the heads of the lease and environmental departments Bodnar N.O. and Izmyestyeva A.O. current regulatory problems and obstacles in the construction and operation of storage facilities, significant costs (both of money and time) to obtain permits, ways to improve the legal framework that regulates construction and operation of infrastructure for grain storage. For example, specialists of the company spent more than 3 years for documentation approval on the construction of the transshipment terminal in Kremenchuk town. “Unfortunately, we build rapidly our facilities only, but it takes much more time for passing the red tape”, deputy general director for construction of “NIBULON” Sergiy Byesyedin said. Specialists of IFC promised to inform top echelons of power, including the Government and the President of Ukraine about the suggestions that were formed in the course of the conversation.

Андрій Вадатурський став генеральним директором «НІБУЛОНу» після понад 15 років роботи в компанії — в липні 2022 року.

Він прийняв цю посаду після трагічної загибелі свого батька та засновника «НІБУЛОНу» Олексія Вадатурського разом із матір’ю Раїсою Вадатурською під час російського ракетного удару по їхньому дому в Миколаєві.

З 2014 до 2019 рік був народним депутатом України від одномандатного округу в Миколаївській області та членом Комітету з питань аграрної політики. У 2017 році створив і очолив велику міжпартійну групу, яка виступала за розвиток українських річок як транспортного засобу.  

Має ступінь магістра електротехніки Українського державного морського технічного університету та ступінь магістра економіки промисловості Лондонської школи економіки. У 2009 році за вагомий внесок у розвиток агропромислового комплексу України був нагороджений Президентом України, йому присвоєно звання «Заслужений працівник сільського господарства».

Одружений, має трьох дітей.
