On June 15, in Odessa city there was held a meeting of Oleksandr Klymenko, the Head of the State Tax Administration (STA) of Ukraine, with participation of the representatives of agribusiness of Vinnytsya, Kirovograd, Mykolayiv, Odesa, Kherson regions. During the meeting Oleksandr Klymenko, the Head of the STA of Ukraine, announced that the tax administration hopes that the state support of agrarians at the expense of tax remissions will lead to increasing of investment attractiveness of agriculture. “State support of the native agricultural sector at the expense of tax remissions must receive return in a form of real investments to develop infrastructure and to renew equipment, to preserve the potential of earth resources, to support Ukrainian villages and locals”, O. Klymenko noticed. He reminded that within the scope of special regime of taxation last year there was allocated 13.2 bln of accrued amounts of VAT to develop agriculture for agricultural producers. In the current year, according to this method, the state support comprises UAH 4.9 mln. 15.7 thousand of payers have such preferences. At the same time, positive dynamics of the AIC development allowed to increase tax revenues from companies to the sector. So, last year agricultural producers transferred UAH 20.1 bln to the budget that is UAH 3.2 bln more than in 2010. During January-April of the current year UAH 5.3 bln have been already transferred to the budget. “Our common task is to make so that investments and the state support will be directed to those who can use them in favor of the state”, Oleksandr Klymenko noticed. For this reason, the head of the tax administration also put forward an initiative to create a joint working group which will consist of representatives of the STA of Ukraine and the Association of employers of AIC and food of Ukraine. Experts of this group will work to improve managing of the land tax and to solve problematic issues of the agricultural sector taxation. Oleksiy Vadaturskyy, the General Director of “NIBULON”, Hero of Ukraine, took part in the meeting. He mentioned that “NIBULON” is not only a prompt tax payer but also a pioneer of a new format of communication between the tax administration and business. All taxes are paid by the company in proper time and in full amount. According to an evaluation of the State Tax Inspection (STI) “NIBULON” is declared as one of the best tax payers in Mykolayiv region. This year the company won in All Ukrainian rating “Prompt tax payer” in the nomination “Prompt tax payer in the agricultural sector” in the category “big companies”. Thus Oleksiy Vadaturskyy mentioned about benefits of horizontal monitoring introduced in 2011, “Due to this practice today “NIBULON” is an open company for the state tax administration. The company permits to its financial documentation and information in real time mode. Our policy in business is transparent, we are open for supervisory authorities, we work within legislative environment and only with companies which are prompt tax payers too. For the sake of it our company refused to cooperated with more than 2000 companies and 3000 elevators of Ukraine that do not follow these principles in their activity. “NIBULON” contributes its share to legalization of grain market and calls to all agricultural producers to carry on business only within the legal environment strengthening economics of the country”. «For five consecutive years our company has been recognized as a leader of the grain market of Ukraine”, Oleksiy Vadaturskyy emphasized. “Today we are the leaders in construction of fleet, hydraulic engineering structures. Annually, the company invests up to USD 150 mln in economics of Ukraine proving investment attractiveness of our country. Due to this “NIBULON” provides additional revenues of VAT to the budget from building and other companies”. “Our own shipbuilding program and providing with production in the agricultural sector transfer up to UAH 200 mln to the budget. But the problem concerning paying off debts with VAT by the country endangers the performance of our investment program”, he mentioned. During the meeting Oleksiy Vadaturskyy also proposed to the State Tax Administration of Ukraine to lead the investment project of the company “The revival of the Dnipro River as shipping transportation water way” and to cooperate with program of unshadowing of the grain market, “Then we will show together the benefits fro native economics of cooperation between the State Tax Administration of Ukraine and the leader of the native agricultural sector”. In his turn, the head of the STA of Ukraine appreciated positively the activity of “NIBULON”. Oleksandr Klymenko and Oleksiy Vadaturskyy agreed to hold a meeting to discuss plans of future cooperation including discussing of ways how to return VAT.
